Julia, born and raised in Kaliningrad, earned a B.A. in commerce at a local university and an M.A. in intercultural management and leadership from the Lauder Business School in Vienna, Austria. After returning to her hometown, Julia became more interested in the community's history, especially the period up to 1945 when the city was called Königsberg and was in Germany. Gradually, she became more involved in the life of the modern Jewish community of Kaliningrad. Inspired by these narratives, Julia is currently pursuing a Ph.D. at Humboldt University, where her research topic is Soviet Jewry in the post-World War II era. The mother of two, Julia is an active volunteer at Hesed Kaliningrad.
